FINANCIAL AID CONSUMER GUIDE 2008/2009

Mission

The Tennessee Technology Center at Crump recognizes many students need financial assistance to pay tuition, purchase books and supplies, as well as assist with providing for other indirect educational expenses such as transportation. It is the mission of this Financial Aid Department to assist all students in understanding the financial assistance programs that may be available to them in a helpful and courteous manner while administering the same programs with honest integrity.

GENERAL QUALIFICATIONS FOR RECEIVING FINANCIAL AID

  • Be enrolled in an eligible program.
  • Must be a U.S. citizen/national or an eligible non-citizen for some programs.
  • Be a Tennessee resident for at least one year to receive Wilder-Naifeh Technical Skills Grants and Tennessee Student Assistance Awards.
  • Maintain Satisfactory Progress and Attendance.
  • Be a high school or GED graduate or have ability to benefit. Wilder-Naifeh Technical Skills Grant recipients do not have to meet this requirement.
  • Meet all financial aid deadlines and complete verification if selected.
  • Not be in default on any type of former student loan.
  • Must not be in default on any Title IV aid to another post-secondary institution or TTC-Crump.
  • Male applicants, who are required to, must be registered with Selective Service.
  • Complete and file the Free Application for Federal Student Aid (FAFSA). May be completed via the internet at www.fafsa.ed.gov.


TYPES OF ASSISTANCE AVAILABLE

Federal Pell Grants

  1. Maximum award for full time students $4,731 per academic year.
  2. Can be applied at any time until deadline established USDE using the Free Application for Federal Student Aid (FAFSA).

Federal Supplemental Education Opportunity Grant (FSEOG)

  1. Available first come, first served during periods of peak enrollment.
  2. Given to students who are:
    1. Pell eligible
    2. Greatest financial need (lowest EFC)
    3. On a ranking basis until funds are exhausted
  3. Usual award per term is $150 - 225
  4. Matched with TSAA State Grant Funds and no institutional funds

Tennessee Student Assistant Awards (TSAA)

  1. Tennessee resident who meets enrollment requirements at TTC-Crump; usually 18 years of age or older.
  2. TSAC determines eligibility based on residency and Estimated Family Contribution (EFC).
  3. No ACT test required.
  4. Awards vary based on the student's EFC.
  5. Application is the FAFSA form with a priority deadline of April 1. Applications are accepted after the priority deadline and funds are awarded as available.
  6. Must maintain Satisfactory Progress and Attendance Policy.
  7. If EFC changes, TSAA awards may change.
  8. Awards paid for 3 terms per academic year.

TELS Wilder-Naifeh Technical Skills Grant (WNTSG)

  1. Must be a Tennessee resident for at least one year prior, to be eligible for Wilder-Naifeh.
  2. Tennessee resident who meets enrollment requirements at TTC Crump; usually 18 years of age or older.
  3. No high school diploma or GED required.
  4. No ACT test required.
  5. Up to $2,000 available based on lottery funding in an academic year.
  6. Application is the FAFSA form with a priority deadline of May 1. Applications are accepted after the priority deadline and funds are awarded as available.
  7. Must meet Satisfactory Progress and Attendance Policy.
  8. Cannot have ever received a HOPE Scholarship.
  9. Cannot have ever received a WNTSG and achieved the highest award level in any other TTC program.

NOTE: The above aid does not have to be paid back if student maintains Satisfactory Progress and Attendance and completes the hours paid for in the term. Refunds may apply if students withdraw without attending the scheduled hours per term or do not maintain Satisfactory Progress and Attendance.

Federal Work Study Program

  1. Given to needy students on a limited basis due to limited funding.
  2. First come, first serve basis.
  3. Students work on campus 8 to 16 hours weekly depending on job classification.
  4. Paid per hour wage twice monthly.
  5. Must maintain Satisfactory Progress and Attendance.

APPLICATION PROCESS

  • To apply for any of the aforementioned programs, the student must complete a Free Application for Federal Student Aid (FAFSA). Application responses are returned after processing to the student usually within 4 to 6 weeks by mail or 7-10 days via the internet at www.fafsa.ed.gov.
  • The federal government establishes deadlines each year for submission of the FAFSA and the deadline is outlined on the application. Additional deadlines may be established by individual programs.
  • The student will receive a Student Aid Report. TTC-Crump will receive an electronic ISIR report of the same information. It is not necessary to bring any student copies to the Financial Aid Office.
  • The Central Processors randomly choose students to be verified. If chosen, the student must supply signed copies of certain documents like tax returns with all schedules and W-2 forms attached or end-of-the-year Social Security Income Statements. Verification Worksheets also must be submitted.
  • When all processing and verification are complete, the student will receive and award notification.
  • If for any reason, the student changes the scheduled hours he/she will attend for a term that term's awards may have to be recalculated. This could affect the timeliness of funds disbursement.

HOPE SCHOLARSHIP TAX CREDIT AND OTHER EDUCATION TAX CREDITS

The student is responsible for keeping educational receipts for tax purposes. The Center is not responsible for providing you with this information. Each student who meets certain tax criteria to perhaps receive a tax credit will receive a 1098T form from TTC-Crump by January 31 of each year.

PROFESSIONAL JUDGMENT

Since the formula used to determine eligibility for the Federal Pell Grant is basically the same for all applicants, students who have experienced extenuating circumstances beyond their control may require "Special Conditions" or "Professional Judgment."

There must be rare and unusual reasons for the financial aid administrator to consider such a request. In addition, the student must provide adequate documentation to support any adjustments before the administrator will consider the request.

Possible extenuating circumstances meriting Professional Judgment could include the following:

  • Divorce or separation of student, spouse or parent
  • Death of a spouse or parent
  • Loss of untaxed income of student, spouse or parent
  • Disability of student, spouse or a parent
  • Unusual medical expenses of student, spouse, or parent
  • Tuition expenses of student, spouse, or parent
  • Loss of a job by either the student, spouse, or the parent

The Financial Aid Administrator's decision regarding special circumstances is final and cannot be appealed. A Financial Aid "Request for Special Conditions" form can be obtained in the Financial Aid Office.

POLICY AND PROCEDURES FOR AWARDING FINANCIAL AID TO FAMILY MEMBERS/RELATIVES

Determining Eligibility:
To preclude any impropriety in administering financial aid, the following statement reflects the current position of the Tennessee Technology Center at Crump as related to awarding financial aid to family members/relatives:

In regard to the formal review of financial aid application materials and otherwise in determining financial aid eligibility for federal/state/institutional programs, it is the responsibility of the Financial Aid Administrator to notify his/her supervisor (Assistant Director and/or Director) in the event he or she will be unable to formally review or determine financial aid eligibility for a specified student due to his or her relationship to the student. In such cases, the Financial Aid Administrator will contact the Financial Aid Director at the Lead Institution. The Financial Aid Director at the Lead Institution will formally review or determine financial aid eligibility in conjunction with the TTC-Crump Financial Aid Administrator. The Lead Institution Financial Aid Director will sign off on the student's file.

Failure of the TTC-Crump Financial Aid Administrator to notify the Assistant Director or Director and the Lead Institution Financial Aid Director may be grounds for disciplinary actions up to and including termination.

VERIFICATION OF ENROLLMENT AND SATISFACTORY PROGRESS FOR FINANCIAL AID

To preclude any impropriety in administering financial aid, the following statement reflects the current position of TTC-Crump with regard to verifying satisfactory progress and attendance. It is the primary responsibility of the classroom instructor to verify satisfactory progress and attendance (based on Tennessee Board of Regents Policy) prior to check disbursement. The progress and attendance reported by the instructor in the Student Information Management System will be utilized to verify SAP.

CHECK DISBURSEMENT

Financial Aid Checks are disbursed by TTC-Crump Business Office Personnel or administrative staff with the appropriate identification.

The above procedures allow for total separation of duties in awarding and disbursing financial aid at the Tennessee Technology Center at Crump.

SATISFACTORY PROGRESS FOR FINANCIAL AID

  1. To make satisfactory progress a student must:
    1. Maintain at least "C" average for each academic term. (Qualitative measurement.)
    2. Complete 90.3% of the scheduled hours for which the student enrolled. (42 hours of excused absence is standard policy for a full term of attendance; 90.3% is to be used for attendance less than full time. 90.3% computes as follows: 432 hrs. - 42 hrs. = 390. 390/432 = 90.3%.
    3. (Quantitative with term increments.)
  2. Satisfactory progress will be evaluated at the end of each academic term. If the student fails to make satisfactory progress at the end of the academic term, the student may not be eligible for financial assistance for the next disbursement period. If a student makes satisfactory progress during the next academic term in attendance, financial aid will be re-established for the subsequent disbursement period.

Withdrawals

If the withdrawal results in the student not completing 90.3% of the scheduled hours for the disbursement period, the student will not receive financial aid the subsequent disbursement period.

Time Frame

Students may continue to receive Title IV Financial Aid until they have been enrolled 150% of their scheduled hours. The following formula should be used:

Length of Program x 150% = Maximum Hours of Eligibility
Example: 1296 x 150% = 1944

CHANGES OF PROGRAM

A student may make two (2) program changes and still be eligible to receive financial aid during an award year. At each program change, the student will establish a new time frame for completion of that program.

CHANGE OF STATUS PROCEDURE

An institution may allow a change from full-time to part-time status within the same term only when there are documented medical or personal reasons. Such medical or personal reasons shall include, but not be limited to, illness of the student, illness or death of an immediate family member, extreme financial hardship of the student or student's immediate family, or other extraordinary circumstances beyond the student's control where continued full-time attendance by the student creates a substantial hardship.

A change of status could be an increase or decrease in scheduled hours to attend. If approved, the amount of any financial award being received may be adjusted based on the revised scheduled hours for the term. Students may owe refunds prior to approval of change of status. In the event of Student Services Coordinator or Financial Aid Administrator denies a change of status, the student has a right to appeal (see Institutional Review Panel policy).

CHANGE OF STATUS STEPS

IMPORTANT: Students will be allowed only one change of status per term. Students desiring to change status at the beginning of a term shall do so prior to registration. No change is to be made unless the student presents a properly completed Change of Status Form.

  1. Student discusses with Instructor the possibility of changing status. If in agreement, the Instructor and student complete Sections 1-2 of Change of Status Form.
  2. Students set up a counseling appointment with Student Services Coordinator or Counselor and Financial Aid Administrator. Student Services and/or Financial Aid appointments must occur prior to effective date of change of status. The financial aid administrator must interview the student prior to any change as all financial aid funds being received could be impacted by the change of status.
  3. During counseling, Student Services Staff and the Financial Aid Administrator will discuss with student the impact of the change of status. All areas of financial aid assistance the student is receiving may be decreased, increased or canceled including WIA, TRA, Federal and State Grants, Wilder-Naifeh Technical Skills Grants and Veterans Benefits.
  4. Student Services will calculate a new anticipated graduation date for the student. The financial aid office will perform adjusted calculations of any awards as needed.
  5. The TTC Business Office/Financial Aid Office will follow TBR policies and Return of Title IV and determine if refunds are due. Any refunds the student owes for financial resources already received must be paid to the TTC Business Office prior to the effective date of change.
  6. The Student Services Coordinator and Financial Aid Administrator will sign the Change of Status Form.
  7. The Records Office will distribute copies: Permanent records, records software management person, Financial Aid, Instructor, and TTC-Business Office.

WILDER-NAIFEH TECHNICAL SKILLS GRANT LEAVE OF ABSENCE

For rare and unusual circumstances, a student may request a leave of absence (LOA). A leave of absence may be approved for documented medical or personal reasons, such as serious extended illness of the student, serious extended illness or death of an immediate family member, extreme financial hardship of the student or the student's immediate family, or other extraordinary circumstances that are beyond the student's control where continued enrollment creates a substantial hardship.

A student must submit a written request in advance for a leave of absence unless unforeseen circumstances prevent the student from doing so. The student's signed and dated request must include the reason for the request, beginning and ending dates of the leave, and supporting documentation.

Upon the student's return, he/she will be re-admitted as space is available. The student resumes or continues the enrollment period for TELS purposes. No more TELS funds should be disbursed until the student completes the original term of enrollment.

For Title IV purposes, approved LOA will be treated as a withdrawal. Awards should be recalculated and, in some cases, Return of title IV calculations may be necessary.

If a requested leave of absence is denied, the student may appeal to the Institutional Review Panel (please see Wilder-Naifeh Appeals and Exception Process).

A leave of absence will not normally be granted for less than 9.3% of scheduled hours or for longer than the hours remaining in the term.

TELS WILDER-NAIFEH TECHNICAL SKILLS GRANT APPEAL AND EXCEPTION PROCESS

The Institutional Review Panel (IRP) is established for the purpose of hearing appeals from decisions denying or revoking applicant's Wilder-Naifeh awards.

Appeal and Exception Process for Wilder-Naifeh Technical Skills Grant

The Institutional Review Panel (IRP) is established for the purpose of hearing appeals from decisions denying or revoking an applicant's Wilder-Naifeh Technical Skills Grant. The following items are allowed for appeals:

  1. Denial of a Change in Status request.
  2. Denial of a Leave of Absence request.
  3. Denial of Re-instatement of Eligibility after a Change in Grade.
  4. Denial of Re-instatement of Eligibility after the Grade for an Incomplete Course is reported.

The IRP will be designated by the institution administrator and may be composed, but not limited to, the following: Two faculty members, two students, one administrator, and one support staff. An alternate will be designated for any IRP member who is personally involved in a particular case or is otherwise unable to attend. No eligible institution official rendering a decision to deny or revoke a Wilder-Naifeh award shall participate in the appeal process.

IRP Appeals Process and Timeline

Any student wishing to appeal to the IRP must provide a written appeal within five days of notification of denial.

The IRP may award or re-instate the student's Wilder-Naifeh award with or without a hearing and shall make a determination no later than 14 calendar days after the student properly files an appeal. The IRP shall render a written decision no later than seven calendar days after considering an appeal, except for exigent circumstances.

Appeals of IRP's Decision

A student seeking an appeal of a decision rendered by the IRP shall request in writing an appeal outlining the basis for the appeal with the Tennessee Student Assistance Corporation within 14 calendar days from the date the decision was delivered to the student.

RETURN OF FEDERAL FUNDS INCLUDING PELL AND FSEOG

Any student, who withdraws from school without completing 60 percent of the scheduled hours, not including absences, must return a percentage of the Federal Title IV Funds. Students graduating or withdrawing from school should contact the financial aid office as part of the withdrawal process.

RETURN OF STATE FUNDS INCLUDING WNTSG AND TSAA

Any student who withdraws from school without completing the scheduled hours not including absences will have the institutional refund policy applied. Students graduating or withdrawing from school should contact the financial aid office as part of the withdrawal process.

DISBURSEMENT OF FINANCIAL AID

  1. Federal Pell Grant - Cannot be disbursed before 44 calendar days into each term or 44 days after enrollment or the end of the term whichever comes first and as money becomes available from the Federal Government. The financial aid office will establish scheduled weeks for disbursement per term.
  2. Tennessee Student Assistance Awards and Wilder Naifeh Technical Skills Grants - Disbursed three times per year as State money is available after the refund period.
  3. Federal SEOG - Disbursed each term or at least twice per fiscal year. Disbursed after 44 calendar days into the term awarding for.
  4. Federal Work Study (FWS) - Students working on this program are paid monthly following the payment period. A student's working hours are submitted and signed by the student and supervisor and the time sheet is then given to payroll for payment.

STUDENT RIGHTS AND RESPONSIBILITIES

Students have the right to ask an institution:

  • About its programs; it's instructional, laboratory, and other physical facilities, and its faculty.
  • The names of its accrediting and licensing organizations. We are accredited by the Council on Occupational Education, 41 Perimeter Center East NE, Suite 640, Atlanta, Georgia, 30346, 1-800-917-3898.
  • If the school advertises its job placement rates as a means of attracting students information it has to back up its claims. (TTC-Crump job placement rates kept on a fiscal year basis in Student Services.)
  • The cost of attending, and its policy on refunds to students who drop out.
  • Financial assistance available, including information on all federal, state, local, private, and institutional financial aid programs.
  • Procedures and deadlines for submitting applications for each available financial aid program.
  • Procedures for selecting financial aid recipients.
  • Procedures for determining financial need. This process includes how costs for tuition and fees, room and board, travel, books and supplies, and personal and miscellaneous expenses are considered in cost of attendance. It also includes resources considered in calculating student need (such as parental contribution, other financial aid, assets, etc.).
  • How much financial need, as determined by the school, has been met.
  • How and when student will receive financial aid.
  • To explain each type and amount of assistance in student's financial aid package.
  • To reconsider your aid package, if you believe a mistake has been made, or if your enrollment or financial circumstances have changed.
  • How the school determines whether you are making satisfactory progress and what happens if you are not.
  • Special facilities and services are available to the handicapped.
  • Student Right-to-Know Information and Campus Security Report are compiled yearly and available in Student Services.

STUDENT RESPONSIBILITIES

It is your responsibility to:

  • Review and consider all information about a school's program before enrollment.
  • Pay special attention to your application for student financial aid, complete it accurately, and submit it on time to the right place. Errors can delay or prevent your receiving aid.
  • Know and comply with all deadlines for applying or re-applying for aid.
  • Provide all documentation, corrections, and/or new information requested by either the financial aid office or the agency to which you submitted your application.
  • Notify your school of any information that has changed since you applied for financial aid.
  • Read, understand, and keep copies of all forms you are asked to sign.
  • Notify your school of a change.

  • Notify your school of a change in your name, address, or attendance status (full-time to part-time, etc.).
  • Understand your school's refund policy.
  • Satisfactorily perform the work agreed upon in a Federal Work-Study job.

ABILITY TO BENEFIT

Students without a high school diploma, G.E.D. or approved Home School certification must establish the ability to benefit from training in a way set forth by the Department of Education. Section 484(d) of the Higher Education Act of 1965 (HEA), as amended, requires students who are admitted to eligible institutions on the basis of their ability to benefit from the education or training offered to have passed independently and properly administered examinations that have been approved by the Secretary of Education in order to be eligible for any grant, loan, or work assistance under Title IV of the HEA. The list of examinations as approved by the Department of Education must be used. More information is available in the Financial Aid Department.
